Minor help

I need some help deciding if my cpu or gpu or both are crap and causing my frames to drop and if I can fix the issue by replacing one of them (and the required parts for it) or need to replace both. I do not know if I have done the proper method of documenting the hardware usage (see attached picture, project cars 2 at 1080p,windowed) noob here . Just want to play current and upcoming titles smoothly at 1080p.

GPU limited by the HW info.  Have you tried overclocking it?

Oh no, haven't tried that since it is something I don't feel comfortable trying because of inexperience

Have a look here.  It's not too scary and you could improve the FPS a bit with an OC.  The 750ti has some left in the tank....
