PC overheating

So, my I just assembled my first gaming pc. I even got it to install windows, and it seemed everything was fine. Then I looked at the temperatures, and saw them getting up to 98 degrees celsius! Yesterday I got a brand new fan, (with thermal paste) and set it into the socket things, and screwed it in all the way. Now my computer can't boot windows for some library error BlIntializeLibrary Failed 0xc00000bb and the computer shuts down from overheating, and I'm not sure what to do. I don't have anymore thermal paste, should I go get some more? Is it possible I installed the fan wrong?
