Have you tried installing Uplay on the new PC and downloading it from there?

I don't believe that anyone here in the forum can actually guarantee with 100% certainty that it will work.  The best you can do is to actually try for yourself to see if it works.  The best that I can suggest would be to backup your game files and then reinstall the game on the new machine and then copy your backup files to the new drive.  Give it a shot, got nothing to lose by trying.  I'm sure a LOT of us here in the forum have learned by trying only to have our attempt at whatever it was to fail.  We learn by failure and try again.

I can't imagine why it wouldn't work... unless, well, it is ubisoft so I guess that's not out of the question.

If it's anything like steam though, and I imagine it is, you should be able to copy the files over to save yourself from doing another download, and then when you "install" it on the new PC, it will detect the files are already there and just perform the finishing touches to make it work.

How can i transfer the files.

The best way (in theory) would be over the network with a shared folder.  If you have ethernet, it should go at a good speed and only requires one transfer, unlike using an external drive which requires going to it, and then from it on the destination device, and thus would have to be more than twice as fast as ethernet to be quicker overall.  But, networking in windows in my experience is incredibly unreliable and random, so you might be better off just doing the external drive method.
