There's the problem. Ethernet drivers aren't installed. You will need to download this file from ASUS' website, unzip it and install it using the bundled installer. Since your new PC has no internet access, you will need to use another PC to download the file and a flash drive to move it over.

Also, is that Windows 8.1 by any chance? Because that looks suspiciously like Windows 8.1.

So I built a new pc today and I can’t seem to get the Ethernet connection to work. I have an Asus prime z370-a. Both my router and Ethernet port are green. The Ethernet port also blinks orange on top of the green if you can see in the picture.

Check if Ethernet drivers are installed and working by opening Device Manager and looking for any unrecognized devices. Post a screenshot of Device Manager if you are not sure.

You shouldn't have to reformat it, since Windows flash drives don't use special formatting in the first place. If you want to format it though, all you have to do is plug it into a PC, right click it in File Explorer, click format, set it to whatever file system you want (FAT32 is fine, default allocation size) and hit Start in the dialog box.
