Flashing solid colors

I bought two HP Omen 25's refurbished. One works fine. The other flashes solid colors (red, blue, yellow, green, pink,etc.) when I plug in the display port cable. If I plug in an HDMI cable, it works fine. I tested the same cable on the other monitor, and it worked. Is there a way to fix this, or will I have to return it? Bad port maybe?

Edit: It's not even registering on the NVIDIA Control panel.

It does register with the HDMI cable.
