GPU Core clock is locked

In msi afterburner I move the core clock to +100 but when i go to see in nvidia inspector the core clock hasnt even moved didnt go up

Is it a Pascal gpu? Because they limit themselves based on power and temperature so if it reaches the limit of both of those it won't go any higher than that even if you add 100 mhz in msi afterburner.

Are you monitoring your clocks while running a 3d application? Also, what GPU are you using?
