Does overclocking decrease CPU bottlenecking?

So im waiting for nVidia to drop the 11-series but im not sure if I can get all of my performance out off my new GPU. I never really understood what the MAIN reanson for how the CPU is bottlenecking. Is it the clockspeed? Does overclocking decrease CPU bottlenecking? Im currently overclocking my 6600K to 4.1Ghz and I could probably push it a little further. I will also note that i will be playing in 1440p 144Hz and I'll probably play with AA.

yes OC the CPU can reduce (not remove) throughput issues. going from 4.1 to 4.7 is prolonging the inevitable.

moving to the higher res from 1080 to 1440 can reduce the CPU demand and put more instruction to the GPU, but adding refresh speed pulls from both CPU and GPU.
