Dead PSU?

Greetings everyone, it would seem that yet again i am in need of your help. two weeks ago i woke up and went to turn on my computer as i always do but it didn't start up. the motherboard had power, fans were all spinning and all seemed okay until after 5 minutes of waiting for post nothing happened. i took a look at the debug code on the motherboard to find it displaying 00. i fired up my laptop and attempted to look up the code to no avail. the closest information i found was on a Asus forum talking about a Z87 board posting a 00 code. from what i read they all pointed to a dead CPU. i highly doubt that such a thing has happened to my system as the 3770k inside my Asus Maximus V Formula has never been overclocked (only because the motherboard has some kind of defect that won't let me) and not often pushed hard. after ruling out the CPU i narrowed it down to my power supply as i have had 2 others fail on me in the past. after the second failed PSU i got a power supply tester. i removed the suspected power supply and tested every connection. immediately the -5v on the 24 pin was shown to be not working but everything else is just fine. this is where i need your help.

 

i asked on the LTT discord about this problem and one person remarked that the -5v on the 24pin is "optional" which i don't believe for a second. any advice regarding what could have killed my PSU or if it is indeed dead at all it welcomed IF YOU HAVE EXPERIENCE. i will be testing the PSU on another system and potentially replacing the CPU if that doesn't turn up an results.

 

also as a side note i have a corsair RM650 from a friends old bitcoin miner but no cables for it. if you know of any place i can get a set of cables for it please let me know.
