If i don't move the mouse for a period of time ( 4 to 4:30 seconds ) system uses up 100% cpu. The temperature changes by 5C sometimes stays the same.
If i move the mouse or click the cpu utilization drops to a normal 1% to 10% 
 

dust was cleaned 2 weeks before the problem started 

thermal paste was changed 1 month ago

open taskmanager,sort by cpu usage and wait until it kicks in to see what program uses that much
