I'm going to say everything that happened before this started so you guys can have all the information.

So yesterday i have discord and 2k open on my pc when suddenly i get green contours around some objects on the screen and the pc acts like a crash but only 2k crashes and discord come back.

I try to restart 2k but Steam gives me an error i never saw before, so i restart steam and get the same error as i try to play 2k ( looking back i should have tryed other games). 

I restart the pc and everything looks ok i get 2k to start everything good but while on the menu did suddenly my pc completely crashes and when i try to restart Windows says it couldn't fully load and it starts to diagnose the pc the trys to repair it but stops repairing and i get sent to a screen where i can either shut dow or see other options, the other options are basically going to a restoration point reset the pc etc.

I try one option that says i will reset the pc only removing apps saving my files, as ut reaches 100% the pc reboots its starts to load windows regularly and suddenly stops says its undoing changes and goes back to trying to diagnose and repair and sends me back to the same screen where i can either shut dow or other options.

Ram : Corsair 16g ddr3 1600mhz XMS3

Psu: xfx pro 750 w core edition

Gpu evga gtx760 sc ac dual bios

HD: barracuda 1T

Cpu cooler Corsair hydro h80i

Windows pro

Sounds a bit like your Windows install might be corrupted, I would just reinstall.
