It's normal.

Here's a pin map for 24 pin motherboard connectors. You can see pin 20 is marked as "Not Used". If you count out the pins you will see that it's pin 20 that is missing from your cable.

AFAIK the connector was used on older systems, but hasn't been used for a while so a lot of PSU manufacturers aren't including it.

Why do you ask?  Because of the missing wire?   First DIY build?  Or are you actually running into issues?

 

It's fine.  ATX standard is old.  Many requirements, like -5V rail, have been removed.  Newest DSG actually has -12V as "optional" so hopefully that will be removed as well.
