Tried to change your steam download region?

• Start Steam.
• Go to Steam > Settings > Downloads tab.
• Under Download region, select the region that you are in or that is closest to you.

oops forgot about the HDD  sry. and i already tried changing the region betwen Germany: Düsseldorf to Frankfurt to Hamburg ,but it didnt help. And yes its similar to that sometimes it even doesnt download a Testfile from : http://speedtest.belwue.net/http-dl.html (the random aswell as the nonrandon ones)

And Rn I am doing nothing, no update, nothing and still the HDD is at 100%.

I fixed all the issues. The HDD problem was just because Background Updates an the Internet was because my device wasnt priorised in the fritzbox settings.
