I seen something, and it reminded me of the fanless water cooled system Linus gave a sneak peek of, but said the guy who built it wouldn't let him say what the fluid was.... 3M Novec Engineered Fluid... even though they normally submerge the whole computer in that stuff, why not just focus on the cpu... and it evaporates and condenses and drips back down just like the videos i've seen of that stuff, just in a contained system.

And if you think how much that stuff would cost, it makes sense to use as little as possible!
1 to 2 and a half gallons costs $400, 55 gallons cost $15,000 to $30,000... no wonder someone would develop a way to only use a few ounces!
