Any software similar to msi afterburner for OCing the cpu without going into the bios?

depends on the CPU, Ryzen has the Ryzen Master Utility if you are on Windows 10, Intel has the Xtreme Tuning Utility (Intel XTU), but true fine granular control is best achieved in the BIOS, don't be afraid of it.
