Plex not using hardware transcoding when available???

hi all, 

 

I have i3-8100 w/ gigabyte gtx1060 in my PC. 

 

Hardware transcoding is set to automatic, however, it's not doing anything, when PMS is transcoding CPU usage is over %90. 

 

With my QNAP I have the same options and that little machine is using the hardware transcoding.

 

what can cause the issue?
