I'm looking for fans and a heat sink to replace the ones in my Dell Poweredge T30 Server. I'm using a Xeon E3 1225v5 CPU which is LGA1151 chipset. I know that I could just Google it, but I'm looking for suggestions for quieter options since the stock ones are really loud when they run.

Budget:

Fans: max $40 for a pair

Heat sink: max $50

Could you try to measure the height above the motherboard to help find a CPU cooler that'll fit?

Often prebuilds will have odd quirks that wouldn't exist in other cases.

Edit: In addition, do you know what size fans that are compatible with the case?

The stock fans are unmarked for size, but they appear to be around 90mm wide, 120mm diagonally. Not sure how fan measurements work for sizing

As for the cpu height availability, right around 130 mm to the case wall. There is absolutely nothing obstructing the way. Cpu cooler thread spacing is about 76mm between holes. And the first ram slot is just under 10mm from that right most hole

Hope the large amount of info is useful

Here are some of my personal recommendations from a google sheet - "PC Fans. All of Them".

The three bolded seem to fit your requirements the best as far as fans go - they're quiet, move a bit of air, and are on the cheaper end.

be quiet! Pure Wings 2                   - 51.4 CFM, 19.2 DBA, $11

be quiet! SilentWings 3 PWM         - 50.5 CFM, 16.4 DBA, $20

Noctua NF-F12 PWM                     - 55 CFM, 22.4 DBA, $20

Noctua NF-S12B redux-1200 PWM - 59.1 CFM,18.1 DBA, $14

NoiseBlocker NB-eLoop B12-PS     - 58.1 CFM, 21.2 DBA, $20

NoiseBlocker NB-Multiframe M12-PS - 58.9 CFM, 23 DBA, $15

NoiseBlocker NB-ELoop B12-2       - 51.1 CFM, 17.0 DBA, $20

NoiseBlocker NB-Multiframe M12-2 - 51.2 CFM, 16.0 DBA, $13

NoiseBlocker NB-BlackSilentPro PL-2 56.5 CFM, 23 DBA, $15

Edit: Oof. I went ahead with this thinking that that was a 120mm fan slot near the back. It surely looks like one, but eh.

The link will still be of use, but you'll need to navigate to the 92mm tab.

I'd still recommend NoiseBlocker, Noctua, and bequiet! for your fans. Although some other companies have better statistics on their fans, they often lie - as there's little to no "regulation" in this market.

For CPU cooler, I'd recommend Noctua's U9S - It's at $57 - so above your initial price for a heatsink; however, it comes with two fans - removing the need for you to buy a second fan. You can also take a look at the Cryorig C7 (~$30); however, it has been known for manufacturing defects and not being the most quiet.

In total, The heatsink would cost you ~$60 and another fan around $15 - totaling up to $75 - under your $80 combined budget.

Ok. I think I'll go with the u9s. I also figured out that the fan is 92mm fan size by more precise measurement from end to end.

Will I need thermal past for the cpu cooler? Or will it not matter with a cpu cooler already having been on it?

The cooler comes with a tube of thermal paste.

It'd be much cheaper to go with a PR Slim and PW2 for case fan replacements:
