Ryzen 5 2600x Stuck at 2.2Ghz

So I got a new motherboard and cpu which is Ryzen 5 2600x and Asus b350-f.

After I finish building my pc I noticed few problems:

1.Half of my memory got "hardware reserved" and I found that its probably a faulty memory, windows can see that its 8GB but the bios only shows 4gb (its a 2x4GB trident z 3200mhz kit) and the pc wont boot if I just put the probably faulty ram, I only got black screen and not even loading the bios.

2.CPU clock is stuck at 2.2Ghz even though I've set the ratio to auto and even at 36 or lower, I've did some stress test for the CPU with prime95 but the utilization is maxed at 61%

Is this just another setting error or do I get faulty products ? I NEED HELP !! Someone please help me...

I was hoping that RMA would be the last option, since I wont have any pc if I did RMA it :(
