Okay so I was having this issue, did a clean install of the latest driver, issue continues...

As you can see from this image... This option in the manage 3d settings window doesn't seem to be behaving properly...

But believe me it doesn't end there...

 

it also blatantly ignores the obviously selected option for global gpu and thinks the other card is selected...

Okay now you're probably thinking why does this silly woman have two graphics cards installed, fun mainly because I thought it would be interesting to try but I was thinking why not say put all the boring things, the webbrowsing, windows ui, desktop, discord, ect. on the 1050ti and the games, obs, and anything I need running close to the best it can on my 1060.

 

But if anyone has any ideas, solutions, interesting insights on my silly idea or how to fix this strange bug feel free to post them below

Its possible that the newest drivers are partially broken again. I've got no problems with choosing the GPU for CUDA & PhysX with my GTX 970+GTX 650ti (run at PCIe x1) under driver 391.35.

 

If using an older driver works and you intend to have web browsing working completely off the 1050ti, as frustrating as it can be Edge appears to be the only browser capable of using the correct GPU for video decoding (still with some glitches though-but it works for the most part).  And the same goes for Windows Media Player.
