If your system clock time is wildly inaccurate, like several years early or late, it can mess with things. I believe Chrome assumes the system time is correct. If it's not, it can affect whether or not the certificates appear to be valid. For example, when I check the certificate information for this site, it says that it's only valid between June 5, 2018 and December 13, 2018. Obviously, the real date (June 7, 2018) falls between those two dates, but if your clock is inaccurate, Chrome might believe otherwise.
