What would be a best entry level DSLR under$400 with most up to date features?

probably a used Canon 750d.

I am thinking of buying a second hand lenses for it. So would it be nice to use a alreedy used lenses or it is good to buy a new one?

As long as you do your research, buying used is a great way to get better value for your money.
