Steam has been know to have very different prices in different countries, based on the countries average wealth. In poorer countries the games are much cheaper.

Wow, that's... interesting. But oh yeah, it's worth it. I play HR and MD. HR has a bit better story, but otherwise there's a few gameplay additions in MD.

If you are getting a $40 game in somewhere under $5 then go for it without a second thought.
