Yes you can.

i have a giabyte h61m d2 b3 rev 1.0 motherboard with pcie x16 2.0 and i wanna add a gpu to it a gt1030 gddr5 low profile just to play some esports titles so can i use it with my motherboard 

my pc specs - 

i3-3220 @ 3.5GHz

8GB ram 

gigabyte h61m d2 b3 motherboard 

seagate barracuda hdd 1 tb

Absolutely not, even high performance graphics cards don't need a full PCIe 3.0 x16 worth of bandwidth. The 1030 is a fairly low end card, and PCIe 2.0 16x is way, way more bandwidth than it will ever need.

 

It's equivalent in data transfer rate to Pcie 3.0 x8, which is still fast enough to feed the fastest GPU's on the market.
