Help asap

[Pc Building 4 year old]

So I am getting into a windows loop when ever I launch my pc it goes to this screen video included below

You are in Windows advanced startup. 

Have you done anything to your computer prior to this issue? (eg, Change Hard drive, Re-install windows, mess with system files)

 

if you have a windows 10 boot drive, i would try using that as a repair drive and attempt to start it. That is always a good place to start.
