The PSU case should be grounded once you have plugged it in. Leave the switch on the off position, and clip it onto the PSU. Or put the PSU into the case while plugged in and clip onto a metal part of the case.

Usually you put it on the ground of your plug socket, but also your waterpipes or even your pc after you have your PSU installed and plugged in(with the switch turned off)
