No 100% usage

So I was playing a game at 40 fps on 100% gpu usage. I got tired of 35 fps on gtx 1070, so i updated my drivers and edited some launch options to fit my ram, gpu and cpu. Now the game runs at 50 fps on 35% gpu usage. Anyone knows how to fix? I tried restarting the game. In the menu gpu usage was 90% and I was getting ~500fps. In game i just get 50 fps on 35% usage.

Rn after a while in a non busy location i am getting 40 fps on 30%. Still bad for me, i have a 1080p 144hz monitor.

 

BTW IM USING ABSOLUTE LOWEST SETTINGS!]

 

UPDATE: In a semi busy place getting 30-35 fps on 17% usage

I changed all to ultra, fps didnt change. Im getting freezes every few seconds.

nvm freezes every 30 secs.

Now this bipolar game went from 500 fps in menu to 300 fps. I have 1500 hours on pain in this game for gods sake.
