What do the Phantom Fragments do and what can they be used for? I have 928  Phantom Fragments and 162 Shiny ones.

you can use them to get gift items. Minimum is of 2500 fragments i think.

random item will come out from those gift boxes that you'll buy from these fragments.

I have no clue, I stopped playing the events after Frostivus , this crafting stuff is way too complicated for a MOBA. Google that shit.
