Shutdown doesn't work

Greetings internet people. So, on my laptop, every time i try to shut it down, when i turn it on again everything is where i left off and on task manager, CPU "uptime" counts days. I have tested settings from advanced power settings, i set the shutdown options active when closing the lid, or pressing the power buttom, nothing works. I have this problem for months, and idc about power efficiency, my problem is that after 7+ days of an active i5-6200U some slow downs occur. (also this cpu in games reaches 95+ C but never drops below its turbo speed, isn't that kinda masochist?)

I think the massive amount of uptime in Windows 10 is the norm.
