what component is this?

perry the platypus

I saw an ebay listing for a 980ti for 150 saying this is broken and something burst.

I was thinking of trying to fix this snd save some money but Im not sure what part this is and if it is fixable without performance loss

can anyone name what part that is and if it is fixable?

A blown transistor or something. Not easily fixable without the right gear though.

Would not be a surprise if this power delivery. So don't touch this gpu as you don't know if there is more blown up.

This. It's not unlikely there is more, less superficial damage as well if this happened.
