Lock Screen Picture Not Changing

The issue is shown above ^

 

Basically, this issue started with a new windows install but it managed to fix itself over a reboot, I believe, but now it's back. I've tried multiple fixes (regedit, gpedit, etc.) and it has still not been fixed. I've rebooted (signed out, locked) multiple times and still doesn't fix itself. The issue is that I cannot change my windows lockscreen picture. I can change my desktop wallpaper but not the lockscreen. 

 

*specs are in sig, if needed. (also, 64-bit Windows 10)

I misread titles/posts way too often--correct me if I don't.
