Overclocking Xeon on Chinese motherboard

Nah, this mobo sucks other than making the CPU work. That VRM only has 4 sets of mosfets and no heatsink!? Overclock (even if possible, usually the BIOS are so basic they dont let you do it) and it will go pop / boom.

So I'm trying to do an extremely budget PC with a 1050ti. I was looking at slapping a 1050 low-profile into an old optiplex when I stumbled upon a few listings like this (I live in Malaysia and we don't really know how to price tech here so my options are extremely limited). I saw a few guides that said Overclocking xeons can give you pretty good performance but I'm afraid this board won't be able to handle it.

I'm open to alternatives that include a monitor within the $500 range. I'm really scraping the barrel here and I've been saving up for a while now
