disk formatting Disk management software wont load.

my disk management software to initialize/format hard drives will not load. I have tried stopping and starting remote access manager and auto remote access manager back and forth to no avail. I am trying to initialize and format a new hard drive. sometimes on the off chance it does connect and I try to initialize and format the drive but the software freezes and stops responding. Through 6+ hours of trail and error ive gotten my pc to recognize the drive but i can not finish a format without it stopping. I fully re downloaded windows to factory settings and it still does the same thing of not loading 90% of the time and freezing the other 10%. please help me format this drive I am losing my mind over this problem I can not solve.
