Hey!

Sure we can. Do you plan on some kind of gaming(1080p60hz)? If it is american dollars it is a pretty huge budget for programming pc as it is not very demanding. I will try to pick up something for ya. Any preferences amd/intel?

Added in a RX 580 instead of a 1060 6GB as it was surprisingly cheaper (and it should be better for compute tasks).

You could go with a much cheaper GPU if you do not do any kind GPU-intensive task though (multitasking is very broad).

Changed RAM as I selected a 2666 version by mistake.

there's 28 countries in the EU, and they don't exactly have the same prices for parts.

You would have to pay ridiculous import tax.

I went with 500GB SSD and 2TB HDD as it was largely in your budget. I have also swapped out the RX 580 with a 1060 6GB as it was 20 euros cheaper. And changed the motherboard for the same reason.

If not gaming I would recommend amd because it outperforms intel. Try to look at sites in your country what is the pricing of these components which I listed you.

Do not buy from usa as you would need to pay tax. If you want to buy from eu take a look at mindfactory.de. But firstly take a look in your country.
