Your best option would be to look around for a used Dell Optiplex.

As far as which of our hard drives fit that spec for your needs, look for a 3.5"  BarraCuda capacities 1-3TB, model numbers here.

I'd check around ebay and more sites yourself, but I searched for what you needed and found this auction listing for exactly 100$ ending in 1 day 2 hrs. Of course, now that I'm sharing it it might get bid on by other people, and it also has like 30 dollar shipping, but eh.
