Sadly everything else I am reading always ends with reinstalling to fix this bug.

oh no,  the start menu works. it's just that it looks like the one on the picture i posted. sometimes things are not loaded in properly. I can still click them though as i know where they are positioned

Considering that the Start Menu is 100% GPU rendered. I would say that that the problem is the GPU drivers.

To confirm this, if you switch to the Intel integrated graphics, does your problem disappear?
