Well I tried playing fh3 on high 1080 fps and I get around 40 45 fps on average but the problem is that it stutters and it's like micro stutters and Idk if it's the cpu or the gpu or ram. I have 8gb ram but it uses more that 90% of ram 

Specs

I5 7300hq 2.5-3.5 ghz 

Gtx 1050 ti

8gb ram

What's the GPU usage %?

 

Is VSync on?

Forza Horizon 3 I presume, hmm there seems to be some talk of memory leaks in this game along with some of the settings causing wide variance in fps despite seemingly to be normally low impact, anyway high settings can use up to 10GB keep that in mind

That could depend on a number of things, it might simply be an issue with the game itself (MS isn't the best at making stable software anymore) could also be GPU drivers however stuttering in this game is often associated with memory leak issues as the game has to store data on to a page file on the drive if there isn't sufficient ram, again that would be an issue with the game, it could also be using excess VRAM which would cause a similar issue however low settings would likely solve VRAM issues but not leaks.
