No, you have to be in game or have a 3D app running when you check the GPU clock.  "Boost" as seen by GPU-Z or as advertised in the specs is just a number.  Boost 3.0 will go 100mhz+ beyond that number if temps are good.

Using something like MSI afterburner with the on screen display is the simplest way to see what the GPU is doing while gaming.

 

However, Its not just the GPU limiting your performance, the CPU is also at 90% which means that its not able to provide any more data to the GPU for a higher FPS.

Thats where most laptop 1050 Ti's end up.

 

Ultra and High settings are just too much for the CPU.  Adding another 8gb of ram will help, but the CPU will still be holding you back.  And AFAIK, the i5-7300hq is a soldered part that is not upgrade-able.

One game is not another.

 

I can get 60+ FPS at ultra in some games with a 2GB GPU in some games, while other games only get 15fps.  Same goes for some low/midrange CPUs, 90+ and smooth in some games at ultra and 20-40 FPS with massive stuttering in others.

UMM did you even did a litte research for the minimum specs?

The minimum CPU should be the i5 4460 your CPU should be as fast as this CPU.

The minimum RAM should be 8GB and you have that.

The minimum GPU should be the GTX 760, you have the GTX 1050 TI the GTX 1050 TI is only 5% better than the GTX 760.

You have the mobile GTX 1050 TI so it should be ~7% slower than the regular desktop GTX 1050 TI.

Most mobile 1050 Ti's are clocked the same as the standard desktop units.

 

FH3 is a performance crapshoot though.  With a few tweaks 1080p 60 should be doable, but you cant expect mid/low end hardware to just play everything at high/max settings.

Like you already said, if the ram is being close to maxed out, you need more. Just buy some already.

Well that means the processor would care about it less and other programs would get priority over it. Normal is just fine for that or high but it won’t help the current issue.

Not sure if this has already been mentioned, but are your power management settings set properly and it's plugged in? I was confused why i had so potato performance out of my 1060 max q then realized i had to plug it in to get the full performance
