I have a computer originally configured with 8GB RAM (HP Elite Pavilion HPE-398d). I upgraded the RAM to 16GB a month ago but wanted to sell it so I reduced the RAM back to 8GB. It booted fine but I found a buyer and he requested 16GB of RAM. I proceeded to change the RAM and it would not boot, even with the original 8GB or RAM!!! Help!!

 

tried resetting CMOS through jumper and actually doing it, changing power supply, video card, using 7 different sticks of RAM (ranging from micron (original) to Kingston, gskill)

 

note that if I unplug 4 pin eps or boot without RAM at all, system reacts the same way, booting with gpu fan at max speed (no beeps even though there is a motherboard speaker)

 

previously whenever I change RAM, system would boot for 5 seconds with no display then restart working properly.

 

Right before my system stopped booting, and I put 16GB of ram inside, it actually booted with the BIOS detecting 4x4gb sticks but total RAM was 8GB weirdly, after I reseated the RAM, it so far has never booted.

 

notably Hdd lights do not turn on at all so it must be stuck somewhere earlier in the POST process

 

checked no broken pins on cpu socket as well
