Recommend GPU

for a new card you might be able to find an RX 580 or GTX 1060 for ~300, depending on what rez you game at you could even go lower under 250 for a 1060 3gb. It still does good at 1080p. If you willing to buy used I would look for a 980 ti at the 350 price range.

I have i3 6100 8gb of Corsair ddr4 vengeance LPX ram rosewill 650 watt 80+ bronze psu and gtx 680 what card would u recommend as an upgrade

Find a good used 980 ti and overclock it.  You will be somewhere between 1070 and 1080 performance.

You say you have an i3-6100?

 

That would bottleneck a 1060 at 1080p and would bottleneck the crap out of a 980Ti.  I'd get a 1050Ti and upgrade your CPU to a 6th gen i5.

According to this chart  taken from here the i3-6100 does indeed bottleneck the 1060, it has no problems with the 1050 ti
