yes, but with 4gb of ram and an ancient i3 i'd look into upgrading those too.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

I would get an i7-860 (~$50) or i5-750 (~$25), add another 4gb of ram (~$25), and replace the GPU with a 750 Ti (~$80 known brands only like Gigabyte, ASUS, EVGA, etc).  Total budget of $125 to $160.

Or do the CPU/RAM + a GTX 1050 for $200-$250.

Yes of course your motherboard will support it; however, your CPU and RAM might bottleneck the capabilities of the GPU (1050 Ti). Might also recommend upgrading to more modern components, although its also hard to recommend such since prices are high nowadays.
