You can run Skyrim at max (+mods) with a GTX 1050 no problem.

 

I used to run Skyrim + a bunch of mods in my 560 Ti and it ran alright, so the 1050 which is a bit faster will be just fine.

I want to play Skyrim at 1080p 60hz with all settings maxed out and modded for visuals (textures at 1k and 2k aside enbs). What's the cheapest GPU that can do this without dropping past approximate 40 fps lows?

Secondly, I'm planning on an i5-8400 processor; will this be enough or too much?

I've already booked an estimated 10k hours (not including modding time) on medium settings, on legendary edition and it's time for an upgrade.

The original Skyrim will run like a champ on a GTX 260. It's not a demanding game.

 

For your situation, I'd go with either a GTX 760 or 770. Both are cheap, both are still capable 1080p GPUs, and both will handle Skyrim plus tons of visual mods. The 770 will do it at 1440p.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

My laptop has a Quadro 2000M and an i5 540m and can do Skyrim at 1080p 35fps average. And that's all 8 year old hardware.

 

Even the 8800GT can run Skyrim on Ultra with FXAA instead of AA.

the 1050 is much faster than the 2gb 560Ti.

Should be around 30-40% faster, not much more. As an owner of a 2GB 560 Ti, that's still a pretty good card today for entry level stuff. Lasted me 6 years before I started feeling the need to upgrade

Wasn't the 560Ti Fermi? Or were they using Kepler at that point? Fermi is still OP as shit, the GTX 580 can run GTA5 at really good settings and the 3GB version can even match or outperform a GTX 1050Ti with some tweaking.
