CPU and Memory usage higher than normal?

Okay, so, I moved a few months ago to another city in another country in another continent, and I didn't have my pc for about 2 months, and I got it about a month ago, and I've noticed my cpu usage is going up to 20% at idle, and 99% to when under medium load, which wouldn't happen before. It would be at 20% at full load before. My memory was also at 1-2% always, but now it's at 20% at idle. Is there anyone who can help? My PC also restarts at random times when under load.

Task manager -> show programs from all users -> sort by CPU usage. See who's using the CPU at idle, same thing under load.

Monitoring software such as OpenHWMonitor: check CPU temperatures and clocks, to see if it's throttling due to high temps, or running at lower than supposed frequencies for a different reason.
