PC Turn off -on loop

My pc froze while gaming.I turned it off using the power button.Then when i tried to power back on it turned on for 10 sec(mobo lights , gpu light on ,hdds turn on ) and then in powers down and goes to a looop with no signal on the monitor .PSU IS  CHECKED .I notice that mouse rgb is off .

any ideas??

is there any led changing color when you boot computer on your mobo or any boot sound if you have speaker

i reinstalled ram and psu cables and now i get into the  bios  but the bios ii frozen (cant move the mouse and i see some green bars  on the corner)

Can you test with a different PSU?

the psu voltages are tested.i had a similar problem 4 months ago (pc dit not turn on ) it i fixed it by unpluging and pluging in all the psu cables.
