Yeah no.  Look in your local used market for an old i5 3rd gen or i7 2nd gen system and stick a 1080p gpu in it, you won't be able to build new.

You're not gonna find anything for $145 new. Maybe a Pi 3 with a monitor.

You might be able to find an old Dell office PC for $145.

look online for an old server, I got a quad quad core server (with no HDDs) for £70 which if you stuck a GPU into and a HDD (which are easy to find cheapish) then that would do. (looking at old servers and/or PCs on ebay etc. is the way to go)
