Guys, I have just had this exact problem on my system. 

 

When I got my Asus Strix B350-F board I didn't bother updating the Bios and just left it. Tonight I updated to the latest and my CPU got stuck on 1.36Ghz 

 

I went through everything and the only thing to resolves this was to reset the config through the UEFI to defaults then boot into windows and that had sorted it. 

 

SO so so frustrating to solve but now I am able to hold my overclock without it sitting at 1.36GHz
