Massive screen tearing

Hi

Everything worked perfectly about a month ago. But after I reinstalled Windows 10 I get massive screen tearing in absolutely every game. I have tried older and newer graphics drivers but no help.

The only thing that helped vas Vsync and I know that's what it's for but I didn't need it before and it sync comes with input lag. Sometimes top of my screen is about 3 frames behind bottom part of the screen.

If I connected external monitor then the problem still exists but using steam in home streaming from this computer to another then this problematic pc laptop still has that problem but not pc where I stream to.

BTW this is a laptop and it has 6gb of RAM, i5 and GeForce 940m.
