So first off let me apologize for this lengthy post, it's a very specific problem but, let's begin
I build my PC about 1 1/2 weeks ago and I had a problem where I got no video output and the CPU debug light was on and I just kept fiddling with things and I eventually got it to work and then I had no more problems after that, fast forward to today I just got my GPU Yesterday (Gigabyte GTX 1050 TI) here's the steps I took installing it:
1. I insert the GPU into the PCIE slot
2. Powered PC on
And I got no video output (VGA was still plugged into my Mobo) and my VGA debug light (GPU debug light) was on so I looked around online and discovered that sometimes because of igpu's the drivers conflict with eachother so I took out the GPU and powered on my PC, and I came back to the issue I had when I first build my PC: 
Fans running at Max speed
CPU debug light on
No video output
So I tried unplugging the VGA cable and then it booted up then as soon as I would plug the cable back in the PC would restart and turn on in that sorta bricked mode with the CPU debug light on.
So I kept trying different things, I cleared CMOS, all that, unplugged CPU power and plugged back in, disconnected all unnecessary objects in my Mobo, using only 1 stick of ram, and even with absolutely nothing plugged into my PC it will not start, the fans are running at Max speed with CPU debug light on. I know this is not a power issue and I highly doubtful anything is fried because it has occasionally worked.

This is really annoying me so if anyone could help that'd be awesome

-AMD A-12-9800E
-MSI B350M GAMING PRO
-Ballistix Sport LT 8GB Kit (4GBx2) DDR4 RAM
-GIGABYTE GTX 1050 TI G5 4G

-CORSAIR VS500(500W) PSU
(If I'm leaving any stats out just tell me but I feel like that's all I need to tell)

Edit: i feel like this might be useful, when I tried to get video output from the 1050 to the screen, the screen would just be black and then would say no input 5 seconds later
