Xbox 360 wireless controller floating on Nvidia Shield

Hoping to get some answers on this.  I've got the Xbox 360 Wireless controller for windows with the wireless dongle and I've just recently got the Nvidia Shield which is great.  However, when I'm using game stream with steam games, the game will just point up or down and spin.  I had this happen in the Mupen N64 emulator on the shield, but that was fixed by selecting the 360 controller profile.  No resolution with Steam however.  The wireless dongle is plugged into the shield and the controller works just fine for navigating the interface.  I may get an Xbox One S wireless controller if I cant find a resolution.
