Is there a way I can text a program on a computer and have it start/stop a program?

Sure there's a way. It'll probably just be more complicated than you'd like.

I have a server running on a vps and I can't just log into a panel and turn it on/off and its one of those things where crap breaks sometimes, I'd like to be able to have it start the program (.bat file) and close it via a command in the prompt or I can create a shutoff bat file.

Try something with ifthisthenthat (IFTTT) and that might be able to get something going for you

Yeah, it is going to be extremely difficult, just coding it, so using something like IFTTT would drastically help, as you'd need a bahjillion different things to work properly to even get close.
