Graphics cards acting strangely

My GPUs act as if they are under constant load when in fact they are not under load.  I've reinstalled drivers and that went fine but then I open JC3 and they're back to it.  Because of this I'm getting idle temps in the 80s Celcius.  Using MSI Afterburner to see this if that is somehow helpful. Help ya boy out here
