powerline adapters

I'm not sure where you're getting that idea from, but no. You're going to get the most speed you pay for with regards to internet. It's always better to run an actual cable, but powerline can work in some cases.

No? Your speed is just the lowest common denominator of all speeds. If you had a powerline adapter which ran at a lower speed than your normal download, it would slow your overall speed. Not sure how you think it can magically speed it up?

It will boost your download speed in respect that you will be getting your exact package speed, but powerline adapters, much like any other adapter that connect to the internet function independently of your ISP. As such, they have no influence on giving you more speed than is allocated to you as per your plan.
